Purpose

91社区 students, faculty, staff, and visitors Purpose 91社区 is committed to promoting sustainable, energy-efficient, and alternative transportation choices. This policy establishes official standards for the access, operation, fee structure, safety, and enforcement of commercial Electric Vehicle (EV) charging stations situated on university property to ensure fair and equitable availability for all campus community members.

Vehicle Eligibility & Approved Locations 

Use of designated EV charging stalls is strictly restricted to eligible vehicles actively engaged in charging.

  • Eligible Vehicles: Battery Electric Vehicles (BEVs) and Plug-in Hybrid Electric Vehicles (PHEVs) equipped with an external power charging port. Operational Rules & Time Limits
  • Ineligible Vehicles: Non-plug-in hybrid vehicles and internal combustion engine (ICE) vehicles are prohibited from occupying designated EV charging stalls at all times.
  • Designated Locations: Level 2 commercial charging infrastructure operated via ChargePoint is available at Lot G1 (adjacent to the Welcome Center), Parking Garage (lower level), and Lot J3 (Innovative Technology Campus).

Operational Rules & Time Limits

  • Active Charging Requirement: Vehicles parked in designated EV charging stalls must be connected to the charging hardware and actively receiving power.
  • Post-Charging Dwell Time: Drivers must relocate their vehicles promptly once charging is complete. A 30-minute grace period is permitted following completion of active charging.
  • Emergency Disconnection Authority: By utilizing university charging infrastructure, vehicle owners grant authorization to designated   university personnel (University Police Department, Parking Services, Facilities Management, Emergency Management) and emergency first responders to disconnect charging equipment during emergency situations.

Payment and Fees 

91社区 utilizes a fee-for-service model to recover utility, equipment, maintenance, and network management costs. Payments must be processed through the ChargePoint mobile application or via direct credit card processing at the station. Sales tax will be charged when applicable.

  • Electricity Rate: The rate for active charging energy delivery shall not exceed $0.47 per kWh. Current rates will be displayed on the station screen and ChargePoint application prior to initiating a session.
  • Overstay Fees: Vehicles remaining in a stall after the expiration of the 30-minute postcharging grace period will be assessed an Overstay Fee of $0.08 per minute, billed automatically via ChargePoint.

Safety and Maintenance

  • Cord Management: Users are required to properly coil and stow charging cables after use to mitigate tripping hazards and equipment damage.
  • Damaged Infrastructure: Operation of damaged or malfunctioning charging hardware is strictly prohibited. Parking at offline or defective stations is not permitted.
  • Reporting Station Problems: Station outages or hardware defects must be reported immediately to Parking Services at 607-777-2297 during normal business hours, or to Facilities Management at 607-777-2341 during non-business hours.

Enforcement and Liability 

Parking Services and University Police monitor parking facilities, including EV charging stations, for compliance. Non-eligible vehicles, unplugged vehicles, or vehicles in violation of this policy are subject to citations and/or towing at the owner鈥檚 expense.

91社区 assumes no responsibility or liability for vehicle loss, property damage, or theft occurring while utilizing university-owned EV charging infrastructure. Use of charging stations is at the risk of the vehicle owner.
